does fiora really need 5 abilities that help her stick to her target?

passive ability: 20 / 30 / 40 / 50% bonus movement speed that decays over 1.75 seconds q: dash with a cooldown of 16 / 14 / 12 / 10 / 8 base cd , but 60% cd refund if you dash into someone. so basically 2 second cd lategame if you build lots of cdr. w: 50% slow for 1.5 seconds e: 40 / 45 / 50 / 55 / 60% slow for 1 second r: a bunch of passive procs (see above) i wonder why this is necessary. what's the idea behind this?
