Gameplay rewards Aggression too much

The problem with this preseason in particular is that aggressive carries are being rewarded too much for playing hyper aggressively. With towers doing damage that any champion can easily take 4-5 shots on without dying (obviously not a tank), tower dives become incredibly profitable on champions such as {{champion:238}} and {{champion:157}}. The problem is that these guys should be HALF as strong as they are at level one and then ramp up slowly to give other champions a chance to scale as well. These guys just spike way too easily and its super easy to tower dive.
