I need help understanding Riot balance team

Can anyone explain to me why does balance team think changes like this even matter? Does buffing champions for 0.2 HP per level actually help with their winrate? How does nerfing Fizz's passive for flat 1 damage reduction make any impact on the champion except those ultra-rare "I got out at 1 HP" scenarios? Any help appreciated

We're testing a new feature that gives the option to view discussion comments in chronological order. Some testers have pointed out situations in which they feel a linear view could be helpful, so we'd like see how you guys make use of it.
