Riot, Taric's heal needs adjustments. It is not viable in a losing lane.

Hi. I am a main support player who love to play healing and defensive supports. Before the rework i did have quite an amount of Taric games, both in EUW and back in EUNE before my transfer. When the final rework came, i was sceptical at first, but i have learned to accept and adapt to him now. I am not here to complain about new vs old, nor am i here to complain about his other skills. I am here because Tarics Q, Starlight's Touch, is not doing its job well. I have done a comparison of healing with all the healing champions on how much healing putput they can do in a lane. The closest thing it can be comparised with is Alistars healing. Alistar heals every allied champion and minions in his healing range. The heal is quite weak for his allies, but on himself it is decently strong. However this skill is both cheaper in mana than Tarics one, but it also can be used quite often because of the minions reduction in its time. Now Tarics heal only affects allied champions in a small radius around him and his Bastion target and does not stack with itself. Since it does not affect minions, we can already claim that it is lacking some in healing power in comparison. The return Taric have over alistar on healing allies is the 1,5% bonus health scaling to his heals. If we assume Tarics bonus health is 1500 wich is quite fair for an average late game, that equals to 46,8 extra heal per charge. It is not much, but it is decent. Say you have 3 stacks, 150 extra heal, its quite alright, but it have a long cooldown to go with it. Ok i am rambling so i am gonna get to the point. In a lane early to midgame where the enemy is dominating you and you are not allowed to proc your passive, Tarics Q is increddible weak. Its base heals are embarrasing low, you dont have items to scale it to a decent amount, the cooldowns are long and its very mana expensive. To add insult to injury, when you use a stack, it also consumes the extra charge that is not complete without healing extra. Example: If you have 1 charge and 14 seconds into the next charge and heal, it does give your ally 1 healing charge, but it also consumes the 14 second you have waited extra without giving you anything in return for that. An argument against that is "You can just wait that extra second and you would heal more. Learn to manage your resource better." Well yes, resource management is a viable argument, but we are talking about a healing skill that already is weak. And all the seconds that is lost in a game, that equals to quite a big amount. Besides when you are in a losing lane, you dont always have the luxery to wait a full 15 second between each charge to get "mana discount" on an already expensive skill. It takes 45 seconds!!!! to fully charge this skill. In a winning or equal lane, you do get to use your passive to reduce this 45 second cooldown quite a bit with spamming your skills, but as i have said, in a losing lane, this is not an option. Another thing is, in what situation would you max your Q before your other skills? I would strongly belive from my years of playing this game, you max your heal when you are in a losing lane. But as it stands right now, it is better to max your W instead for its shield and shared armor and pretend you are a shielding/mitigation support, rater than maxing heal and try and sustain the damage. Tarics Q is designed so it have a very long cooldown (45 seconds for a normal viable heal) and having its passive reduce this skill extra much by attacking your enemies. "Rewarding" in winning and equal lanes, but extremly punishing in losing lanes where it should serve its main purpose. My personal suggestions to fixing/dealing with this are as follow: 1. Remove/reduce the extra bonus 5 second cooldown that Q gets on his passive and reduce each charge time to make this heal more viable in a losing lane and do a decent job like every healers should be able to do. 2. Let unfinnished charges on Q continiue when you spend your charges. If your charge number 2 or 3 is 70% done, let it only have 30% remaining time for the next charge to come after. 3. Adjust its mana cost to something more reasonable. 4. Remove the Area Heal and let Taric only heal himself and his bastion ally to justify a stronger heal. As i end this post i just want to say this. I have no wish to see Taric becomming broken or OP. I dont want to see him picked every game. I dont want his heals to outheal most other supports as he already got quite an amount of defensive tools. All i want is Taric heal to serve its purpose in a losing lane as any healer should be able to do. 45 second base cooldown to get a decent heal is not justified when you are behind! Maxing Q first should be a viable build path in certain games. Thank you for reading.
