Balancing out the whole based on 0.1% of Leauge players.

Idk how many people play Leauge, but lets say there is 50 million players. Around 50000 of those 50 million players can be considered pro players. That'd mean 0.1% of all League players are pro. I myself, am a plat player. Was bronze, was silver, was gold. And I don't know how other people don't see it, or am I seeing it wrong, but Riot nerfs and buffs and balance changes are always based on those 0.1% league players (pro players). Riot logic: champName -> omg this champion is being played too much on LCS, lets nerf it. champName -> omg this champion is never played on LCS lets buff it. How I see it from my perspective. champName, a champ that is never played in plat. I go to patch notes. I see him getting nerfed. champName, a champ that is being player in plat all the time. I go to patch notes. I see him getting buffed. How is this fair to the other 99.9% of other League players Riot?
