Problems with AP scalings on tanks and how to solve them [ITEM SUGGESTION]

When your abilities scale with AD, you can get some and still build tanky. You don't need many items to benefit from this AD, because you build it mostly for your abilities, unlike hyperscaling carries, that build AD, crit and attack speed altogether in order for those stats to scale with each other. With AP scaling it's much different, because it's just one stat and in order for mages to scale more like AD-carries, Riot had to make AP items scale with each other. {{item:3089}} {{item:3100}} {{item:3285}} - all of those items benefit you more if you have other heavy AP items as well. Tank items also scale with each other - resists are useless without HP, HP is weak without resists. That makes building some tanky stats and some AP on tank champions scaling with AP - {{champion:113}} {{champion:54}} {{champion:32}} {{champion:111}} {{champion:3}} {{champion:57}} - a stupid idea. You either build them full tank or full AP, but neither of those playstyles really fulfill the fantasy of their character. Of course you can build more agressive tank items, that make you deal more damage - {{item:3001}} {{item:3075}} {{item:3068}} {{item:3025}} - but it's still unsatisfying when you see all of your AP-scaling abilities not getting stronger from that. My idea is an item with passive that gives you more AP the more tank stats you have. Scaling of that passive should be pretty low and the item itself shouldn't have too much tank stats on it, so you are still not as tanky as if you would go full tank and don't deal as much damage as if you would go full AP. It could be used on some battlemages as well as tanks, but shouldn't be too strong on them either. Seeker's Armguard {{item:3191}} (1100g) + Kindlegem {{item:3067}} (800g) + 1200g --> The Law of Stone (3100g) +200 HP +45 Armor +60 AP +10% CDR Unique Passive You gain additional AP equal to 2% of your bonus HP and 20% of your bonus Armor and Magic Resist **FROM ITEMS** It works only with stats that you get from your items, not from any other sources. With full tank build - this item, boots and 4 other tank items - for example {{item:3111}} {{item:3001}} {{item:3742}} {{item:3083}} {{item:3075}} - and The Law of Snone you would get about 40 AP from HP, 35 from armor, 16 from MR and 60 from the item itself, which gives the total of about 150 AP in the late game, which I consider pretty reasonable amount for a compromise build. It would also look like a stone plaque with runic inscriptions on it, what would be pretty new design compared to other items. What do you think?
