Unplayable FPS drops after fixing a bug

Hi I recently had a bug where the windows taskbar wouldn't hide when loading into a game. So I read from LoL forums that I would need to go to task manager and end the windows explorer task and so I did. However that left me with a blank screen so I thought I need to restart my computer in a manual way. I did that by pressing the power button. Then logged in as usual only to enter a game with constant FPS drops. I googled a bit myself and realized I need to re-run the windows explorer task. I did that but maybe it was already back running? After uninstalling and re-installing the game, this FPS problem persists. Please help me so I can play.
