Honor system working ridiculously poor for me

So I'm honor level 3, I don't mind it, subjectively has the nicest ward skin, but one thing that bothers me is, the honor rewards are insanely poor for me. It takes up to 7 days for me to get key fragment, key word is fragment, I'm only getting 1, and no honor capsules whatsoever. Is this supposed to work like this or what, cuz I remember getting fragments much more frequently with much more fragments in the bundle.
