Hextech loot restrictions thanks to past behaviour punishments

Hello, Why is hextech loot restriction for past behaviour punishments a fair thing? I mean, I was banned for 2 weeks long, being unable to play, why do I have to suffer further? How long does it take to be eligible again? Don't tell me it depends, give me a straight a number of days or a date when... I'm tired of your shit Riot Games. Tbh I feel more aggravated, you didn't solve anything with this.
