Random lags during game?

I´ve been experiecing ms lag in game, specially after 7 p.m. I just played a game where we were winning, and I had 60 ms all game but randomly it just jumped up to 400ms and the game was freezing for 10minutes, minions out of place, I had to reconnect 3 times then it returned back to normal to 60ms. Makes no sense...
