Frame-skipping on High End PC

By frame skipping I mean very short moments where the screen "freezes" for 1 or 2 frames. It's not too noticable by itself, but becomes a real problem if it occurs more often. When just playing LoL by itself, I only have this pretty rarely but definitely a few times in every game. But when doing certain other things while playing LoL it occurs much more frequently, like every few seconds. That includes streaming with xsplit, making a voice call in discord, and I feel like having YT vids playing in the background also worsens it. I did what was writting in this small guide to avoid frame skipping, but it doesnt seem to fix the problem completely: My PC should really not have problems handling LoL and a few other things at once. Is it a problem on Riots side? Other (even high demanding) games work just fine. Specs: GPU - Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz Graphics Card - NVIDIA GeForce GTX 960 Memory - 16.0 GB Windows 10 LoL is installed on an SSD My connection is also fast as hell: Is there anything I can do to fix this problem?
