RIOT's automated system can't detect players for trolling and inting, but it can detect verbal abuse

Uhh..... It's seems unfair getting banned for flaming someone who is trolling and inting in my game when the player who trolled and inted me don't get any punishment at all? Uhhh... Why does RIOT care more about removing verbally toxic players but not the trolling and inting players? In my opinion verbally toxic players exit because of trolling players in their games and player themselves have the power to remove verbally toxic players but how can your remove a trolling and inting player. "you can mute and flamer but you can't mute someone's inting." - IWD.
