Flaming a feeder

I'm pretty sure this post will get a lot of downvotes because people will think that i'm a flamer, which i'm not but I saw a youtuber who got banned. So if somebody intentionally feeds (for real, like going 0/9/0) and somebody flames him, what if when feeder gets punished and the flamer only flamed the feeder the flamer doesn't get chat restriction? (NO I DON'T FLAME/DIDN'T GET CHAT RESTRICTION)
