EUNE Snowdown Shop still bugged?

Just to preface this, I have two accounts on EUW and in both the offers have been pretty much on point. They've been for the champions I played the most and I am really happy with it. My EUNE snowdown shop however only gave me one skin of a champion I actually play and then not often. I got 3 Lux skin offers which I played maybe 5 times this season. However I played more than 400 Lulu games and on my EUW accounts where I played only 100+ Lulu games I got her skins without fail. Since Lux and Lulu both start with Lu I was wondering if there is an error in the code, because the skin offers I got really don't make any sense. It seems inconsistent since my EUW offers were pretty much only for champs I play.
