I main Camille mid :) simply because i find the matchups easier (*OPINION*). I would lie if I said I play her for the carry potential,I mostly do it cuz I like her personality and shes as I said a ton of fun to play.

I guess your best bets right now are either to look for a trusted site that sells RP prepaid cards for Russia and buy them via your usual purchase method, or ask a friend for their PayPal :T Otherwise you'll just have to wait until the next season to trasnfer your account with PayPal. If the in-game language is what bothers you, there are 3rd-party-programs that you can use to get a full English in-game pack, but these are use-at-your-own-risk.

This is semi-obviously not a bug and if someone comes to this thread read my reply carefully! Why this is not a bug : (citation from lol wiki) Active: Fiora poises to strike in the target direction and then enters a defensive stance, parrying all incoming damage and hostile crowd control for the next 0.75 seconds. READ CAREFULLY! Fiora parrys ALL INCOMING (the key word here is INCOMING) DAMAGE AND HOSTILE CROWD CONTROL for the next 0.75 The moment you HIT YOUR CHAIN you deal the damage OF THE CHAIN HIT then x seconds later THE (lets call it that) DEBUFF DEALS ADDITIONAL DAMAGE AND THE SNARE If you dont get it the chain (theoreticly speaking) HAS NOTHING TO DO WITH the second instance of damage and the snare Ty for reading :D
