As mentioned, reporting them is a start. I'd also encourage you to be a beacon of positivity in each game :). It may sound really lame, and white knight-ey, but I've seriously had some really good games just by starting a friendly conversation in the lobby.
4/5 times when you say "hi" in the lobby the response is: "STFU Noob"! Haha great

I understand the way you think, and I guess I have agreed to this before. But since there is an option to report players, this would be the better choice in the above scenario. In every online multiplayer game there will be a certain point where all the players form a "community". In Riot's League of Legends this community seems to be extremely "toxic?" or whatever you would like to name it. Ofcourse we/Riot can make the game "fool proof" by taking every debatable option or choice from the players, but what if this goes by the cost of it's fun to actually play? To get back to your point of view: I think the community holds a certain responsibility to judge the other players and choose whether not to honor and report a player (enemy or teammate). Considering you would not like it to have this enemy "run it down mid kinda guy" into your team the next game, it would be the best choice to report this player. Beside, I think in the era we are now, algorithms and data analysis should be this optimised to recognise a "running down mid" kinda player.
