Alright I even checked your past games to see if something was wrong and honestly I see nothing wrong, some recent ban are very suspicious (some people got banned for very light reasons) so I wonder if the ban system got some updates wich bugged some bans.
So on this one I agree that the ban doesn't seem fair (wich is very rare), you should contact Riot support but it seems that you have already done that and the Heimer in the game seems to be in trouble too. So Riot support should undo the ban once your ticket as been reviewed (it should take less than a week for a response) but of course I can not garantie you anything.

3. The instant feedback happen very rarely because Riot doesn't want to spam it's players with that, so you won't know if your reports are effective or not (you can get a clue if you know how the report system work and know the TOU).

Getting a chat restriction is not automatic so you can skip some punishment, you can even go from no sanction to perma ban if you are very toxic. Just remember the Terms of use you agreed to follow and you'll be fine:
> 5.1. Can I troll, flame, threaten or harass people while using the Riot Services? (No. If you do, you might get banned.)
Be careful because the next time you won't follow the rules you'll be perma banned wich mean goodbye your skins, time on your account, champions, etc etc etc. Btw your honor will be at level 0 now so if you have questions about what it means you should find your answers with a quick internet search.

Riot does not care why you flamed or if someone started it, you agreed to follow their terms of use and in those TOU you agreed to not break rule 5.1 and that if you do so you'll be punished, so the only thing that matter is: Did you break the TOU ? No ? You're fine. Yes ? You'll be in trouble.

Well I'm not going to say if it's a good or bad idea but I can tell you that it's not Riot problem and by that I mean they won't create what you asked for because the problem doesn't come from their side, but you can always ask Riot support.

It would be hell, every character would be nerfed even {{champion:427}} .
Now if they made a game mode with iron and bronz players making the balance I'm pretty sure a lot of people won't complain about the balance of the game anymore.
