: I doubt Anivia would able to abuse this. It might give some defensive stats. The 10% damage reduction on yourself is a lot for a damage champion even when it's disabled for just 6 seconds.

This is entirely untrue. You could have 60 or 70% win ratio, but if your hidden (why it's hidden I'll never know, but we all know it's a flawed and broken system) MMR is below average for your tier, you will lose more than you gain. It's called a clamp, and why it's been implemented like that I (and many, many others) have absolutely no idea. MMR doesn't show your skill level when LoL is a 5v5 game. It simply ties you to a tier and says "you're not going anywhere, no matter how well you play" because maintaining a 66.7% win rate (you need this win rate if you have low MMR and are wanting to climb VERY slowly, you should gain 28 LP for two wins, and -21 for a single loss) is practically impossible. You're actually better off making a fresh account (most accounts these days are smurfs, I understand that smurfs screw with MMR badly but, at this point it's difficult to drag a low (again, broken system. and also hidden.) MMR'd account further up)

Alright, so, here's an interesting thought. I found the problem. and it was actually my computer (well, a program that appears to be installed on my computer. Turns out this "Superfetch" is actually on most, if not all machines. It consumes CPU and download/upload speed) whatever "Superfetch" is, it was quite literally destroying my CPU, and my network. That program was decimating my computer. I ended up stopping it via the services menu manually, and I've completely disabled it on start-up, but now I'm having no trouble whatsoever.
: The healthiest suggestion I can give is connect your smartphone to 4G and make your phone into a hotspot, and connect your PC to the connection of your 4G. This problem seems like a high packet loss between the information sent from your internet to Riot. This more likely seems the fault of your internet service provider. Go to a custom game by using your 4G internet connection, and try playing against bots for 30-40 mins. If you experience no problems, then the issue is most definitely your internet service provider.
I don't have a 4G, so that's definitely not happening xD

Yeah, I had 21.87% packet loss on one of my games. The thing is, I don't run any programs that require heavy bandwidth while playing league. I have tried maximizing priority to both the client and the game, which doesn't solve anything. I have only ever experienced this since 3 days ago. I have played since season 2 and have never had trouble like this. It's definitely not my router. Sometimes it works fine (around 80% of the time it works fine, if I have packet loss, I don't play for a day, then I come back and it's fine, and it starts maybe a day later) It's definitely the servers, it seems a few players are experiencing this but I'm really not sure how to solve it.
