it whould do nothing, ppl won't magicly go to normal games to learn a champ, they just wait for the ban to end and then first time them. this would only postphone the problem.

depends on the mod skin. if the modded skins have the same animations as the original one its probly "use at own risk" but if the modded skins have different animations its 100% bannable cause those animations can give u an advantage over the original. anyhow there no "safe" skin mod atm so better not touch it.

i mostely look at mastery lvl if ppl have mastery 6-7 i beleave they know how to play the champ. i don't really care about the number of total mastery. every time i get an adc with "mastery undefined" i go like: "i have to win bot lane alone lol"
